<br />CWCB staff performs technical reviews on the following types of reports and maps for approval and <br />designation by the Board: ' <br /> <br />. "Flood Insurance Study" (FIS), which is produced by the Federal Emergency Management Agency <br />(FEMA) and used for floodplain management, regulation, and insurance purposes. <br />. "Flood Insurance Rate Map" (FIRM), which is produced by FEMA and used for floodplain <br />management, regulation, and insurance purposes. A- FIRM may be published with or without an' <br />associated hydrologic and hydraulic report. <br />. "Flood Hazard Boundary Map" (FHBM), which was produced by the Federal Insurance <br />Administration and are used for floodplain manag~ment, regulation, and insurance purposes. An <br />FHBM usually depicts approximate floodplain i boundaries only, and does not have an <br />accompanying report. Note: For all FHBM designations, the CWCB staffwill perform (in-house or <br />by contract with a consultant) hydrologic analyses. <br />. "Floodplain Information Reports", which are produced by local governments, state and federal <br />agencies, special districts, or the private sector, and: are used for floodplain management purposes <br />and usually adopted by FEMA for use in Flood Insurance Rate Map revisions. <br />. Various hydrology studies and related floodplain studies (cornmunity-wide or site specific) that <br />depict 100-year floodplain information that is usefu1'for floodplain management purposes. <br />. "Floodplain Information" is a generic term used to describe any of the above types of reports and/or <br />maps in the CWCB's "rules and regulations..." <br />. "Floodplain Resolution" is a formal document prepared by CWCB staff describing the Floodplain <br />Information that is to be designated and approved by the Board. <br /> <br />1) Consent Aeenda Item 2 <br />Floodplain resolution number: FPR 02-565 <br />Affected communities: Town of Fraser <br />Name of study to be formally acted on: "Approximate Floodplain Mapping, Town of Fraser, Colorado" <br />dated July 2000 - prepared by the Colorado Water Cons€ilrvation Board. <br />Studied streams: Fraser River, Leland Creek, Elk Creek, and St. Louis Creek <br />Technical issues: Presently, the only regulatory floodp1ron information for the Town of Fraser is a Flood <br />Hazard Boundary Map (FHBM) dated March 26, 1976. ISince the publication of that map, the Town has <br />annexed substantial additional territory, including land along the additional floodplains. <br />In the fall of 1999, an engineering firm, prepar~d an application for a Letter of Map Revision <br />(LOMR) relating to a portion of the Fraser River witliin the town. The LOMR application provides <br />detailed floodplain information for the studied stream reach and it is proposed that the information would <br />supercede or supplement the existing information. The LOMR does not, however, address flood hazards <br />on three main tributary streams within the current corporate limit of Fraser. Those three streams are <br />Leland Creek, Elk Creek, and St. Louis Creek. The purpose of the CWCB study presented h€ilre for <br />designation is to provid€il floodplain information for th~ unstudied reach of the Fraser River and for all <br />three tributary streams. It is recomm€ilnded that the information in the LOMR and in the CWCB report for <br />Fraser b€il incorporat€ild into a new Flood InsuranC€il Study!(FIS) for th€il Town. <br />Community response: The CWCB staff transmitted a: letter dat€ild September 3, 2002 to the Town of <br />Fras€ilr's floodplain administrator as notification of the proposed designation action for the subject <br />Approximate Floodplain Mapping report. The Town has not Y€ilt transmitt€ild a lett€ilr to the CWCB <br />requesting formal Board action on th€ilir floodplain infonnation, however previous contact with the Town <br />has indicted th€ilir willingness to work with CWCB staff \md they are receptive to the new floodplain study <br />and the proposed action. Further communications and.{or a meeting will be held with the Town in the <br />Flood Protection. Water Project Planning and Fin~cing . Stream and Lake Protection 2 <br />Water Supply Protection.
