<br />. <br />. <br /> <br />- <br /> <br />.. <br /> <br />recommended that the State of Colorado perform an independent reconnaissance-level <br />study to consolidate the information developed in previous studies, identifY other viable <br />options and conduct a uniform evaluation of alternatives. The previous investigations <br />will be reviewed and utilized to the fullest extent practical in the proposed Study. <br /> <br />Conduct of the Study <br /> <br />It is proposed that most of the analyses and investigations outlined in the attached Scope <br />of Work will be conducted by a qualified engineering consulting firm (or firms) under the <br />direction of the CWCB staff. A Request for Proposals will be issued and a consultant will <br />be selected through an open competitive process. <br /> <br />Proposals will be evaluated and ranked by a panel with representation from key <br />stakeholders in the study process. Contract negotiations will be initiated with the firm <br />receiving the highest ranking in the selection process. Contract negotiations are expected <br />to result in a final scope of work and study budget. <br /> <br />It is anticipated that proposals, consultant selection and contract negations will require <br />about three months following legislative authorization and that the selected consultant <br />would begin work in about September of this year. The study is expected to take 4-6 <br />months from the date of the Notice to Proceed. <br /> <br />Discussion <br /> <br />The completion of the proposed Study does not have to coincide with the expiration of <br />the current CA (in July of this year). However, to ensure that CA milestones are met in a <br />timely manner, Colorado will need to complete an evaluation of options for <br />implementing our water commitments under the CA. The proposed study will help the <br />State make informed and cost effective decisions. Specifically, Colorado wants to <br />ensure that water is available for beneficial use and that we efficiently manage our water <br />consistent with the South Platte Compact and CA commitments. <br /> <br />Staff Recommendation <br /> <br />Staff recommends that the Board request that the General Assembly authorize up to <br />$145,000 from the Construction Fund to allow CWCB staff to contract with a consulting <br />firm for a reconnaissance-level study of potential water storage sites and management <br />options in the lower South Platte River in Colorado for the purpose of identifYing the <br />most efficient means of managing South Platte flows. <br /> <br />Attachment <br /> <br />Cc: Dave Little, Denver Water <br />Jack Odor, GASP <br />Eric Wilkinson, NCWCD <br />Linda Bassi, AGO <br /> <br />3 <br />
