<br />74 <br /> <br />Henry C. Vidal, Chairrmn of the Colorado Commission in tha nego- <br />tiation of the Arkansas Compact, made a report on the progress of <br />negoti ations between Colorado a nd Kansas. He stated that the Legal <br />Affairs Commi ttee set up by the Arkansas River Canpact COlmlission had <br />di scussed an ou tline of a Canpa ct containing, smong other things, tre <br />matter of administration, recognizing that the Army Engineers has tre <br />control of the John Martin Dam and Reservoir for flood oontrol.. He <br />stated that the Comnission was still awaiting a definite statement from <br />the Bureau of Reclamation relating to the conservation capacity of the <br />Reservoi r. <br /> <br />Th9re upon, there ceme up for considera-tion a contraot between <br />tre Colorado Water Conservation Board and the U. S. :Geological Survey <br />fur the biennium beginning July I, 1947 for the continuenoe of the <br />underground water study in Colorado. The Director explained that it <br />was similar in all respects with the one for the previous bi9l1l1lulUm; <br />that it covered the period fran July 1. 1947 to June 30, 1949, and <br />provides for the paYID'lnt of ii25.000 to be matched by an equal amount <br />contributed by the U. S. Geological Survey. He explained that the <br />$25.000 ,"as no part of the "enera1 eppropriation made fur the oplration <br />of the Colorado Water Conservation Board, but was additional money <br />appropriated by the la st legi sl ature to the Board and earmarked to pay <br />the state's share of the oooperativ9 underground water study in the State. <br /> <br />After di scu ssion. it was moved by L. Ward Banni ateI' <br />Bnd seconded by J. M. Dille that the Director be authorized <br />to executa the contr.ct with the U. S. Geological Survey on <br />behal f of the Colorado Water Conservation BOBrd, such con- <br />tract being for the continuance of the underground water <br />investigation in the State, ooveri. ng the biennium July 1, <br />1947 to June 30,1949, end involving expenditure of $25,000 <br />appropriated by the last legislature for this purpose. <br /> <br />After a vote being duly taken the motion WBS unani- <br />mously oarried am declared adopt ed. <br /> <br />The Direotor then presSl ted to the Board the matter of oonti nuing <br />a cont raot with the U. S. Geologi oal Survey for the expenditure 0 f <br />$1,500 during the fisoal year July 1, 1947 to June 30, 1948, for the <br />fUrpose of maintaining gaging st9tions to obtain streamflow reoords <br />required in connection v'ith projeot investigations. <br /> <br />He oalled attemtion to the fact that this was in addition to the <br />amount expended umer a oooperative agreement between the U. S. Geolo- <br />gioal Survey and the state b;ngineer for the maintename and oplration <br />of stream gaging stations for administration pgrposes. He said that <br />for the previous year the Board had expanded $8.500 for this purpose <br />but that the Board budget would allow the expenditure of only 167,500 <br />for the present fisoal yael'. He recomnended that the contract with <br />the U. S. Geologioal Survey for this purpose be oontinued with the <br />expendi ture of ~7 ,500' fur the present fi soal year. <br /> <br />I <br /> <br />I <br />
