"He presided over the trial of the N~I ~exico-Colorado water
compact on the La Plata River as "'911 as other outstandir..g cases.
Re was called in to serve in other areas whenever water lIBtters arose
and was considered to be one of the outstandir.g water autlDritles of
the State of Colorado.

"Hs hes reniered great service to our State. He has served
excepti. onally well on our Board, also, and held both the esteem and
appreciation eff our members. ilis pa ssing leaves us wi th great reg::et
for the loss of such a valuable life.

Resolution to Judge O'Rourke's family, whose members have our deep
sympathy."

unanimously pa ssed tha t the above "'emorial eId Resolution be
adopted.

The Director announced that, acting under authority previously
I';iven by the Board, he had employed an Executive Assistant. Raymond
E. Peterson was introduced to the Board as the person selected for thi s
position. The Director further announced that the "job specification"
filed with the Civil Service Commission for this position is as follows:

"All of tIe functions of the Executive Assistant in the office of
the Colorado Water Conservation Board are under the supervi sion of the
Director. The se functions are:

"1. To direct an:! supervise the office of the board during periods
of absence of the J)irector from the office. (Nature of the duties of
the director requires his services outside the office, within and with-
out the state, for considerable period s of time).

"2. To serve as office rnanae;er and supervise--

"a. Clerical and stenographic activities and personnel; ani
to manage the office of the engineering staff. (Assignment of dutl.es
to members of the engineering staff and supervision of their ?ork is
unier the chief engineer).

"b. Supervi se preparation of bud gets, accounting, payroll s,
vouche rs, an:! requisitions.

"c. Supervise personnel r<!lle.tions, employment records, ani
job cIa ssifications and specifications, except as to the personnel of
engineering sb.ff cle.ssifieations and job specifications which shan be
determined and prepared in collaboretion ".i th the chief engineer; and
coordinate all personnel activiti.es in accordance with the rules and
regulations of the civil service carmission.
