I

I

(Laughter)

And whether or not this raise would be sufficient to the contribution
that I was asked to make.

Mr. Stapleton: You know one thing about this board, we are very open
in our kickbacks:

(more laughter)

Well, hearing no objection and no discussion, I will entertain that
we vote on the motion. All those in favor signify by saying "aye" -
opposed, "no." The motion is unanimously carried.

All right, anything further?

Mr. Sparks: The legislature appropriated funds to employ five addi-
tional personnel effective the first of July. We desperately need
those people. Our work load is getting to the point because of the
project applications and the minimum stream flows, and now the flood
plain designations that were put on us by the land use legislation,
where we desperately need additional people. We are having problems
with the state personnel board getting these positions approved. Just
how long it will take, I don't know.

In addition to the five new positions that will be open the first of
July, we are losing some of our experienced personnel. Mr. Sweet down
in the San Luis Valley will be retiring at the end of this month.
Don Percious, who was in our environmental section, quit recently to
return to work on his doctor's degree at the University of Arizona.

~k. Hutchinson will be retiring this year. The chief of our flood
control section, Don Bressler, is resigning immediately to go into
private business with a consulting firm. We will miss him. He is an
extremely capable individual. In total, we will have about nine
positions to fill on our board staff. We will be sending out announce-
ments to all the board members. If you can give us any assistance, or
anybody can give us assistance in recruiting qualified personnel, we
would be delighted to have it. You will be advised as to salaries and
qualifications.

There is one other matter. It came up too late to get it on the agenda.
I received a letter from the Dolores Water Conservancy District. We
had previously mentioned to the board that we were having problems in
trying to adjust ~he water supply of the Dolores project. It appeared

-39-
