I have known him for a great number of years. <br />He is a cattleman. In the early sixties, we needed help. So we drug <br />him out of the boondocks and put him to work, and he has been in public <br />life ever since. He is a rancher at Burns, Colorado. He has water <br />rights and has studied the issues. So he can get right into this <br />thing. He is one of the few ranchers in the West that I know of that <br />has made enough money to buy stock in a bank. He is a director, I <br />believe yet, of the First National Bank of Glenwood Springs. So we <br />welcome him to the board as a good conservative operator. Stapleton: Excuse us, go ahead. <br /> <br />Mr. Reid: I believe the thousand second feet came from the gaging <br />records at Maybell. It is the only information that our people had at <br />the time. It probably is negotiable. So we won't quibble over that. <br />We think it is more critical at this point to have a minimum flow that <br />will permit the endangered species to spawn and survive. It is a con- <br />cern in addition to the boating on the river. <br /> <br />!-Jr. Sparks: Is the Park Service aware of the fact that this board has <br />the specific responsibility for the establishment of minimum stream <br />flows for the preservation of fish and aquatic life? We have that <br />responsibility under state law. Only this board of the state agencies I <br />can appropriate water for that purpose. We ta](e our recommendations <br />primarily from our Division of Wildlife, working in cooperation with <br />the Bureau of Sport Fisheries and Wildlife. We do intend to establish <br />a minimum flow for the Yampa, as well as every other stream in Colorado. <br />Obviously, we would like to act in accord with all the federal agency <br />recommendations. We hope there is no conflict in what we recommend and <br />what you recommend. <br /> <br />-10- <br />
