I

I

habitat. The effort was quite successful. The poisoning program was
supposed to cover only the Green River to its junction with the Yampa.
An antidote for the poison was to be introduced at that point. However,
because of high winds that day, the introduction of the antidote was
not successful and the kill occurred all the way down the river.

!-Jr. Helbiq: I know they did poison the river.

Mr. Reid, Just a little side note. that was before any endangered
species pronouncement. It was that incident that prompted Secretary
Udall to require the Bureau of sport Fisheries and Wildlife to be con-
cerned with the non-sport species. And I think it really started the
whole endangered species program, that particular incident.

Mr. Moses: I think there is some lack of communication here. The
request that the United States attorneys made was that the minimum flow
of l,OOO second feet at Maybell be for boating purposes. My question
was, is that figure for boating or for the preservation of fish?

Mr. Helbiq: We have a study with the Utah State University at the
present time for a two-year period, starting June 1, 1974. One of those
things that will come out of the study is the minimum flow for fish.

Mr. Moses: Is the study for boating or for fish?

Mr. Helbiq: Well, this is one of the purposes of the study as far as
we are concerned. Boating, I don't know. I don't have any idea.

Mr. Kuiper: Did I understand you correctly? The study is being made
by Utah State University to determine minimum flow in the Colorado
reach of the White River?

Mr. Stapleton: That is only fair, isn't it?

(laughter)

Mr. Helbiq: Yes, the Yampa and the Green.

Mr. Sparks: The 1,000 second feet is of the immediate concern to us
because we know historically that at many times the river never carried
a thousand second feet at p~ybell.

i'lr. Jones:
400 second
it does go

Right now on the Green River I think the minimum flow is
feet. Boaters can go down at 800 minimum. Occasionally,
under that and they will let the boaters know there is going

-9-
