COST SHARING FEDERAL PROJECTS The CWCB has sponsored and coordinated many flood. related projects and studies with federal agencies on be- half of state and local interests, With the passage of the Water Resources Development Act of 1990, the requirements for sponsorship of a federal project/study have changed. Cost-sharing is now a requirement for all federal programs. However, with the cost sharing requirement comes the opportunity for state and local sponsors to have more influence in developing "Work Plans" and "Project Designs". . CWCB 5th ANNUAL POSTER CONTEST g The 5th Annual Flood AWareness Poster Contest spon- sored by the Colorado Water Conservation Board, (CWCB) is scheduled for April 1991. In October 1990. all 4th, 5th and 6th gmde teachers throughout Colorado were contacted and requested to participate.!n the con- . . )st. This Board activity is attracting state-wide interest .'and we couldn't be happier. As of January I, seventy- . one teachers have expressed an interest. Posters from the previous two years' COntests have received consider- able exposure. The winners were on display at the 1990 Colorado State Fair and attracted much interest from fair- goers. As a result, the Board has received increased in- quiries about flooding and floodplain management. One winner from each grade will be chosen statewide. Cash awards will be presented by Governor Romer in his office during Flood Awareness Week, April 15-21, 1991. Entries for the contest must be submitted by March 31, 1991. Anyone interested in further information, please contact Mark Matulik at 866-3441. _.~,;~r SAN LUIS FLOOD PROJECT UPDATE In 1985 and 1986, the Town of San Luis experienced major basement floodiug and overland flooding from a high spring snowmelt run-off. On November 30, 1990, through assistance from the CWCB and the Colorado Department of Local Affairs (DOLA) the first phase of the San Luis Drainage and Flood Control project was completed. The sub-drain system was installed by ARCO Construction Company of Canon City. The project consists of a collection network which will eliminate basement flooding in the community due to subsurface flows. The project was funded through a Community Development Block Grant from DOLA; cash contributions from the Town of San Luis; and in-kind ser- vices from Costilla County. The second and final phase of the project, levee protec- tion on the east side of San Luis will provide flood protection from overbank flooding. This phase is under construction bi Costilla County. The levee should be completed in the spring of 1991 and will afford the town 100-year flood protection from Rito Seco Creek. The CWCB has been serving. as technical advisor on the project and has been assisting Mr. David Pacheco, project manager. The project provides Colorado's oldest community protection from future flood losses. The project was designed by Water Resources Consultants, Iuc., of Denver, Colorado.
