The Conservation and Drought Planning Section and our contractor will present and discuss the Final Draft
Guidelines developed in accordance with the requirements of HB 04-1365. The guidelines consist of two
documents and address:

. How covered entities, or other entities seeking CWCB approval of their efforts, will submit and
receive written comments and approval from the Office regarding their Water Conservation Plans.
. How the Office of Water Conservation and Drought Planning (Office) and the CWCB will administer
the Water Conservation Plan Development Fund which is available to eligible entities beginning in
July 2005.

The Board will be presented with an overview of the two sets of guidelines, highlighting the following:

. Requirements ofHB 04-1365 (~37-60-126 C.R.S.)
. Plan review and approval processes
. Contested Plan Review procedures
. Eligibility, evaluation, ranking and award of Water Conservation Plan Development Fund moneys
. Definition of Office responsibilities

A PowerPoint slide presentation with the Board Workshop slides is attached for your review prior to the
meeting's agenda item. We have also attached a copy of the Final Draft Guidelines and HB 04-1365 for
your reference and review.

Model Water Conservation Plan
As part of the Office's attempts to address the Board defined intent to increase meaningful water
conservation in the state, the Office is in the process of developing a "Model Water Conservation Plan
Development Guidance Document" that will be posted on the CWCB website. The guidance document is
intended to be a "how-to" guide for water conservation planning. It will provide instructions and templates
for development of water conservation plans, in general, and a Model Plan, in particular that will fulfill the
Flood Protection. Water Project Planning and Financing. Stream and Lake Protection
