Leo Eisel made a motion <br />that a letter be drafted by Chuck Lile and Jim Lochhead and sent to Larry <br />Anderson, indicating that Colorado would be interested in talking with the <br />Upper Basin States regarding Utah's proposal, and participate in such <br />discussion in the Upper Basin, and clearly indicating to Utah that they do <br />not support any leasing of Upper Basin apportionment to the Lower Basin, <br />and that the 7/10 process is the key area where problems should be worked <br />through.
