The staff further recommends that the Board reaffirm the flow levels
included in the original appropriation. This reaffirmation is necessary to
allow the St. Vrain Corridor Committee and others to continue efforts to
acquire additional waters for instream flow purposes to preserve the natural
enviromnent to a reasonable degree. Ray Werner seconded the motion and
it was approved unanimously (7-0).

A second motion was made by Ray Wright that the Board approve the
Proposed Stipulation with Arapahoe County concerning TNC Donation
(Gunnison River) from the Nature Conservancy. The motion was seconded
by Ray Werner and approved unanimously (7-0).

22. Office of Water Conservation

22a. Presentation of an Agricultural/Multipurpose Water Use Efficiency Grant Proposal.

Action: A motion was made by Ray Werner to approve the request for $48,000
funding. The motion was seconded by Alan Hamel and approved
unanimously (9-0).

22b. Reclamation Reform Act Guidelines for Water Conservation

Action: After discussion of what should be reviewed and included within this
resolution, and a determination that Chuck Lile would further develop the
resolution to include these issues, a motion was made by David Harrison
that the Board adopt the resolution along those lines. The motion was
seconded by Ray Werner and approved unanimously (9-0).
