'J.! r <br />Mike Serlet, P.E., Chief, Water Su~ly Planning and Finance se#,E9 <br /> <br />January 17, 2001 <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />Consent Agenda Item 1 (b)- January 24-25,2001, Board Meeting <br />Water Supply Planning and Finance Section - Alamosa.LaJara Water <br />Conservancy District - Request for addition of recipient <br /> <br />INTRODUCTION. <br /> <br />In H.B.00-141 9, Section (8), the legislature authorized the CWCB to allocate $300,000 to <br />the Alamosa-LaJara Water Conservancy District (District) for participation in the design <br />and construction of portions of the Alamosa River Watershed project. <br /> <br />Due to complications associated with Amendment One, also known as TABOR, the <br />District has requested that an additional recipient, the Alamosa River Watershed <br />Restoration Foundation, a nonprofit corporation, be approved by the Board and <br />authorized by the legislature to receive the funds for the project. <br /> <br />DISCUSSION. <br /> <br />The Alamosa River Watershed Project was established in April 1995 by executive order. <br />This project is a combined effort among local landowners, water users, and concerned <br />citizens with the primary goal of stabilizing river banks and improving riparian habitat <br />along the Alamosa River. <br /> <br />At its January 2000 meeting, the Board recommended approval of the District's request <br />for a grant in the amount of $300,000 for the design and construction costs associated <br />with a portion of the Alamosa River Watershed Project. <br /> <br />The District and the CWCB started working on the contract and the project scope of work <br />in August 2000. The issue arose that the District may be unable to spend the funds due <br />to TABOR limitations on spending by governmental entities. <br /> <br />Flood Pr~tection .
