WHEREAS, the United States Army Corps of Engineers,
Omaha District, completed in November, 1970, a Flood Plain Informa-
tion Report entitled "Flood Plain Information, Volume V, Denver
Metropolitan Region, Colorado," which includes Ralston and Leyden
Creeks; and

WHEREAS, the Colorado Water Conservation Board, as
requested by the Denver Regional Council of Governments, by resolu-
tion adopted January 12, 1971, approved and designated the flood-
plains described in said report; and

'WHEREAS~ a new report entitled "Major Drainageway Planning,
City of Arvada and Jefferson county, Colorado," dated August, 1977,
which includes floodplain information and data for Ralston and Leyden
Creeks has been prepared by Wright-McLaughlin Engineers at the .
request of the Urban Drainage and Flood Control District, city of
Arvada and Jefferson County, which report updates and revises the
previous information for Ralston and Leyden Creeks as prepared by the
Corps of Engineers; and

WHEREAS, said report describes and outlines" the floodplain
data and information for the storm and floodwater runoff channels or
basins of the study area; and

WHEREAS, Section 37-60-106(1), Colorado Revised Statutes
1973, requires the Colorado Water conservatIon Board to assist in
the prevention of floods and flood damage therefrom; and

WHEREAS, Sections 31-23-201 and 30-28-111, Colorado
Revised Statutes 1973, provide that such legislative bodies of local
jurisdictions may provide zoning regulations for land uses on or
along any storm or floodwater runoff channel or basin only after
