<br />. <br />-' <br /> <br />, <br /> <br /> <br />Section 2 of the bill authorizes the construction of the <br />projects approved by the board at the meeting of November 15, 1977, <br />with a significant addition relating to the city of Denver. The <br />Governor has been impressed with the policy of this board to require <br />the installation of water meters when appropriate as part of the <br />board's construction program. We are now informed that the Farmers <br />Home Administration has recently adopted a similar policy on a national <br />scale. <br /> <br />Some time ago the Governor directed the Department of <br />Natural Resources to ~ooperate with the City of Denver in developing <br />a plan to complete the installation of meters within Denver. The total <br />cost is estimated at between twenty to thirty million dollars. The <br />proposed state participation under SB 69 would be five million dollars. <br />Charges for the use of the meters installed by the state would be made <br />in the same manner as for other projects constructed through this <br />board's construction fund. <br /> <br />It should be noted that all of the projects listed in <br />Section 2 of the bill are included fOr authorization only. No specific <br />money appropriation is made for any of the projects. <br /> <br />Section 3 of the bill appropriates the sum of three million <br />dollars to the construction fund from the general fund. If appropri- <br />ated, this amount would be used to complete construction of previously <br />authorized projects. In order to get the fund on a self-sustaining <br />basis and permit timely construction, it is estimated that additional <br />funds to the extent of three million dollars annually must be appro- <br />priated for the next ten years. An analysis of the construction pro- <br />gram under the current funding level as compared to additional appro- <br />priations of three million dollars annually is enclosed herewith. <br /> <br />It is the staff recommendation that the board support the <br />enactment of Senate Bill 69. <br /> <br />FLS:tam <br />Enclosures <br />Distribution: A and B <br /> <br /> <br />-2- <br />
