copy. Generally, there are not. corrections. Could we perhaps have
just a letter that indicates that the draft copy has been approved?
I think this could save considerable paper if not a lot of typing.

MR. SPARKS: No problem with that. We can do that.

MR. KROEGER: . Our agenda item number 2 is the legislation regarding the
Colorado Water Conservation Board Construction Fund. You'll take care
of that, Larry? . :

MR. SPARKS: -Mri Chairman, before we get into t~is item, I would like -
to call:attention to the fact that we-hav~an item on. the ageridacalled
"The Director's Report" which we :will get -to this afternoon. I wish to
state at this time that there will bea number_of items _in that report,
some of which are controversial.

Among these items will be the weather modification program and :a.
proposed contract between the Department of the Inter~or and the El Paso
Natural Gas Company for water -from the -Navajo ReserVoir. The other
item, which will be of some considerable interest, is the proposed
Costilla County Water Resource Study. That leads us into-several
things, among which is the proposed Sari Marcos, pipeline diversion from
the San Luis Valley into the state:of Texas.

The black dots on the map illustrate the approximate location. of the
ground generators through which we are conducting the current weather
modification program. The black line through the center of the map is
the Continental Divide.

The map to the-left there is a quad sheet showing the southern part:of
Cos tilla County. The- -extreme southern end of the map is the boundary
between Colorado and New Mexico~ The black dots in the approximate
center of the map indicate the land purchased by the San Marcos pipe-
line consortium which is actually a joint venture of:the Houston Gas
