I

I

COLORADO WATER CONSERVATION BOARD MEETING MINUTE~
DOwntown Holiday Inn
Denver, Colorado

January 19, 1978

The Colorado Water Conservation Board met, pursuant to notice, at
10:00 a.m., Frederick V. Kroeger, Vice-Chairman, presiding.

MR. KROEGER: Ben will not be here, so we will call the Water Board-
meeting to order. We have a quorum. We do have a proxy for Mr.
Brownell. Floyd Getz is here. As has always been our custom, we have
accepted the individual's proxy. Is there any objection to continuing-
that this morning? Floyd, we're glad to have you on board. I am glad
I made all my deals with you before you get approved, though, because
you really didn't realize how easy it was going to be, did you?

MR. GETZ: I'll 'back out.

MR. KROEGER: You're backing out. (Laughter)

Our agenda item number 1 is the _approval of the minutes of January 19,
March 20 and September 23. Are there any additions or corrections to
those minutes as they were mailed out?

MR. JACKSON: Mr. Chairman, I move they be approved as written.

MR. FURNEAUX: Second.

(Upon being put to a voice vote, the motion was carried unanim01.l;sly.)

MR. KROEGER: I would like to connnent--and I think it would have been
easier if Ben had been here--that it's kind of tough trying to review
minutes for January 19 on January 19. I really wish, Felix, that
something could be done so we could get those in our hands a few
months quicker. It's a good review, but it is very difficult to try to
remember if that is really the way it was.

MR. SPARKS: Sometimes that is an advantage. (Laughter) However, we
lost a typist in the reorganization a few years ago and we have been
in trouble ever since. We were authorized to employ another typist as
of the first of last_October. We have almost now completely caught up
with the minutes. There are two sets outstanding--the last meeting and
the prior meeting, and one of those is completed.

MR. KROEGER: Are there any changes in procedure which might help on
