<br />I <br /> <br />I <br /> <br />Speaking on behalf of the Land Use Planning Board, one of our guide- <br />lines in our master plan is that we will support the developmet that <br />is beneficial to the welfare and health of the people in this area and <br />try to retain some of our rural concepts and values. In some of our <br />workshops, some of the things that came out as being very important <br />were not only the senior.water rights, but the private water rights of <br />agriculture which need to be protected. And while we did talk about <br />minimum streamflows in.the workshops, I am sure the legal interpreta- <br />tion of minimum streamflows and instream flows will. involve quite a <br />vast area that we did not discuss in workshops. <br /> <br />On behalf of the Soil Conservation Board, we are quite concerned with <br />what will happen to soil erosion and underground aquifer flows, in- <br />stream'flows, if we lose our agricultural use in Eagle County. There- <br />fore, speaking about endangered species, we feel that agricultural' <br />users should be put on this list of endangered species. <br /> <br />Now, if there are any other questions, without prolonging the hearing, <br />I would be glad to try to answer them. <br /> <br />MR. KROEGER: Does somebody wish to ask any questions of this <br />gentleman? <br /> <br />MR. GATES: I thank you for your time. <br /> <br />MR. KROEGER: Are there others from that area who wish to comment? <br /> <br />MR. WEAVER: I am here on behalf of Trout Unlimited and the Colorado <br />Rivers Council. <br /> <br />Trout Unlimited has about sixty-five members in the Eagle Valley area. <br />The Colorado Rivers Council has about 175 members, residents of that <br />area. We think that there is' a need to make t:hese minimum streamflow <br />appropriations.' . I would like to point out that these are the pre- <br />liminary recommendations and not actual appropriations. I want to <br />say we think there is a real need for this, especially in this area <br />where there are numerous water projects proposed. We don't think that <br />there is necessarily a conflict. because these appropriations would be <br />junior. Therefore, we would like to go on record as strongly supporting <br />the board's approval of these preliminary recommendations. Thank you. <br /> <br />MR. ROLLY FISCHER: Mr. Chairman, I, with Duane helping" and Eddie <br />Kochman, and several others were at that meeting with the Eagle County <br />commissioners. Board member Gormley was there. <br /> <br />I would like to comment, first of all, that I-think it is probably due <br />to the weather today that Eagle County did not get here.
