At a meeting in Eagle, the commissioners went on record as opposing
minimum flow. rhey wished to be here to have: that on record today,
and the Eagle Chamber of Commerce was to send over _-a resolution. They
did not make connections with Mr. Williams yesterday and they sent me
a carbon copy which is not signed. But they intended to mail their
resolution to the board. Also, they are supporting the commission's,
stand on minimum streamflow versus instream flow, and T have a copy
here if you would like for me to read that.

MR. KROEGER: They will be submitting the original on this?

MR. GATES: Yes.- The one I have is not signed.-

MR. KROEGER:- Do you wish to read that?

MR. GATES: If the board would so like, I would be glad to.

MR. KROEGER: I think we would like to-know all the concerns.

MR. GATES: - This is from the Eagle Valley Chamber of Commerce. It -was
address-ed co Mr. Dan Williams, Chairman of the Board of County
Commissioners. The letter reads as follows:

"Dear Mr. Williams:

The Eagle Valley Chamber of Commerce is very concerned about the pending
legislation with respect to minimum stream flows -in the State of Colo-
rado. We view the proposal ,as -a further erosion of local control over
issues and, resources which, are vital to-our way of ,life.

While we appreciate the purpose behind this legislation, we fear that
placing control over such a vital resource in the hands of others is
not prudent. The present water management policies strike a good
balance between the aesthetic and economic uses of the ava~lable supply
of water, and we urge their continuance.

On behalf of the Eagle Valley Chamber of Commerce, we support your
efforts in opposition of the proposed minimum stream flow legislation,
and offer our assistance to you if we-can be of any help.
