MR. KROEGER: All right. Let's cover only page 1 then. Again, are
there comments from the board? Are there comments from the audience?

MR. SPARKS: Before we get to the audience, I would like to add that to
the best of my recollection, we have not had any adverse comments.
Duane, have we had something on that?

MR. HELTON: No, we have not.

MR. TEN EYCK: Mr. Chairman, members of the board, I am with the Rio
Blanco Oil Shale Company, but I am speaking as much as a concerned
citizen as I am in behalf of our oil shale activities.

MR. SPARKS: Tom, just before you start, are you speaking to page l?

MR. TEN EYCK: I have only the notice and agenda before me, Larry, and
I don't know what is on page 1 or on page 2.

MR. SPARKS: .Well, there are copies back there.

MR. TEN EYCK: I'm sorry. Then I am out of order, because I want to
speak to page 2. Forgive me.

MR. KROEGER: Tom as a member of our board for many years. It's nice
to have you present, Tom. I hadn't noticed you sitting over there.

MR. SHERMAN: Mr. Cha.irman, hearing no further comments from either the
board or the audience, I would move that we accept the recommendations
as proposed on page 1.

MR. SPARKS: Please notice that we have tried to break this down as
nearly as possible by counties. That is the reason for the different
pages. We are now talking about page 1 relating to Larimer, Clear
Creek and Park Counties.

MR. JACKSON: I. second the motion.

MR. KROEGER: Now we will take up page 2 which is the Rio Blanco area
and, Tom, you are no longer out of order.

MR. TEN EYCK: I still may be, Mr. Chairman, because the points
indicated between what seems to be minimum flows are discussed further
upstream than that section which I had been led to believe was going to
