The <br />. project is approximately 65% complete and is anticipated to be finished by the fall of 2006. <br /> <br />16/17. little ThoDlDsonlCentral Weld Water Districts - Reservoir Construction <br /> <br />Authorization: Severance Tax Perpetual Account <br />Water Source: South Platte <br />Terms of loan: $7,875,OOO@4.05% for 20-years <br /> <br />County: Larimer <br />Project Yield: 5,200 acre-feet <br />Project Type: Reservoir Construction <br /> <br />The little Thompson Water District and the Central Weld County Water Districts have a 50150 <br />partnership to construct, own and operate a new reservoir (Dry Creek Reservoir). The proposed project, <br />located approximately 2 miles southeast of Carter Lake would include construction of a 5,200 acre-foot <br />reservoir, including a 40-foot high earthen dam with an emergency spillway and outlet works. <br />Construction will also include converting an existing 20-inch treated line to a raw water delivery line that <br />will connect from the Filter Plant at Carter Lake to the new reservoir and the construction of a 5000 GPM <br />pump station. The project scope was recently changed to increase the reservoir capacity from 5,500 acre- <br />feet to 8,900 acre-feet. At the September 2005 Board Meeting the Board approved an additional loan to <br />the Districts in the amount of $4,994,955 each, for a total combined loan amount for the project of under <br />$18,000,000. Construction of the reservoir was awarded to R.E. Monk, Colorado Springs, Colorado for <br />just under $15,000,000. R.E. Monk has commenced construction and is approximately 25% complete. <br /> <br />18. Pine River - Bavfield Ditch Comnanv - Sinhon Renlacement Proiect <br /> <br />. <br /> <br />Authorization: Construction Fund <br />Water Source: Va1lecito Reservoir <br />Terms of Loan: $297,000 @2.75%for30years <br /> <br />County: la Plata <br />Project Yield: 8,866 ac.ft. <br />Project Type: Siphon Replacement <br /> <br />PRBDC provides irrigation water to a 2,596-acre service area in la Plata County, generally south of the <br />Town of Bay field. The Pine River Bayfield Ditch is a lateral extending off of the Schroder Ditch and is a <br />carrier ditch for shareholders owning Pine River water rights and Pine River Irrigation District water <br />shares (Vallecito Reservoir). The PRBDC headgate is located east ofthe Town of Bay field, above <br />Beaver Creek. From the headgate, the ditch flows through a concrete flume and into the Beaver Creek <br />siphon, a 32-inch diameter steel pipe siphon, 2300 feet in length, dropping an estimated 100 feet in <br />elevation, as it runs under Beaver Creek. The current siphon was built in 1955-1957, with a design life of <br />30 years, and is in deteriorated condition. The steel has oxidized to the point where the pipe walls have <br />thinned in many places beyond repair. A new 30-inch PVC pipe, designed by the Durango NRCS Office <br />to carry 37 cfs, will replace the existing siphon. NRCS has completed the design and the project was bid <br />in October of 2004. The Company is reviewing the bids and are anticipating award the contract to <br />Gosney and Sons, Bayfield, Colorado. The total construction costs have increased from $267,000 to <br />$307,000. The Company requested an additional $30,000 in loan funds at the November 2004 Board <br />Meeting. which was approved by the Board. The project has been completed. At the request of the <br />company, project substantial completion is scheduled for July of 2006. <br /> <br />19.
