<br />. <br /> <br />" <br /> <br />ISF Internship Program: CWCB staff have been actively interviewing candidates for the internship <br />position with the Stream and Lake Protection Section. Staff extended offers to two individuals but in . <br />each instance, the candidate had already accepted another position. Staff will be re-posting the <br />announcement on the CWCB web site and pursuing other opportunities to recruit additional candidates. <br />httems are a critical resource for the section. They provide technical and administrative support to <br />maintain the base programs, which in turn, accomplish the Board's statutory duties and the section's <br />strategic plan. htterested individuals are encouraged to contact anne.ianickiUilstate.co.us or <br />ieffrev.baeSsIer@state.co.us <br /> <br />Instream Flow Subcommittee Update: The Instream Flow Subcommittee was created by the Board in <br />March 2005 to address policy and procedural issues identified through the Stream and Lake Protection <br />Section's Strategic Planning effort. The fourth ISF Subcommittee meeting was held in conjunction with <br />the March 2006 Board meeting in Rifle. At that meeting, the Subcommittee finalized the "basin- <br />oriented" procedure. Under this new plan, staff will coordinate with the recommending agencies and <br />identify a maximum of two water divisions each year in which instream flow recommendations will be <br />considered. The plan includes provisions for staff to focus on a particular basin for more than one year in <br />order to address recommending entities' instream flow priorities and also includes criteria and a process <br />for expediting recommendations that do not fit within the standard basin rotation tirneline. The plan was <br />presented to the full Board for concurrence and staff was directed to implement the proposed basin <br />rotation schedule and criteria. The staff memorandum covered: <br /> <br />1. <br />2. <br />3. <br />4. <br />5. <br />6. <br />7. <br /> <br />the goal of an injury with mitigation case resolution, <br />threshold factors for reviewing an injury with mitigation proposal, <br />the proposed process for submitting and processing injury with mitigation proposals, <br />proposed criteria for Board evaluation of mitigation proposals, <br />tenns and conditions to include in injury with mitigation case resolutions, <br />circumstances under which off-site mitigation might be acceptable, and <br />a discussion of mitigation issues. <br /> <br />. <br /> <br />The Subcommittee provided further guidance to staff in developing a process for implementing ISF Rule <br />8.i.(3) Injury with Mitigation. This process will be presented to the full Board for concurrence at the May <br />2006 Board meeting. Staff presented a powerpoint presentation to provide background and history on the <br />issue and initiated the discussion. Due to time constraints and the complexity of issues surrounding this <br />topic, the Subcommittee elected to continue discussions at its next meeting, which is now scheduled for <br />July 2006 in Durango. (The May 2006 Subcommittee meeting was postponed to allow the Board an <br />opportunity to tour several water projects and facilities in the Arkansas drainage near La Junta.)
