<br />.J <br /> <br />,) <br /> <br />. A Weather Modification Workshop will be held JWle 19-21 at the Hotel Boulderado in Boulder, <br />Colorado. The by invitation workshop, sponsored by the Water Education FOWldation, supports . <br />one of the elements of the 7-State Agreement. The workshop will provide an overview of <br />technologies in use, case studies of selected project operations, and the regulatory framework for <br />those operations in the Upper Basin. It will also examine studies on the effectiveness of weather <br />modification and monitoring, evaluation and research needs. One of the studies to be discussed <br />will be the, "The Potential Use of Winter Cloud Seeding Programs to Augment the Flow of the <br />Colorado River," prepared for the Upper Colorado River Commission by Don Griffith and Mark <br />Solak in March 2006. A copy of the proposed agenda is attached <br />. The Southern Nevada Water Authority, in consultation with the Colorado River Basin States, has <br />developed a "Scope of Services" for the, "Colorado River Long-Tenn Augmentation Plan for the <br />Seven Basin States." The Authority will take the proposed "Scope of Services" to its Board for <br />approval on May 18th. The study contractor will be "Colorado River Water Consultants" <br />(CRWC), which is joint venture between Black & Veatch and CH2M Hill. Upon approval of the <br />study by the Authority Board. a study contract not to exceed $750,000 will be executed between <br />the Authority and CRWC. The Authority will be the project lead and work with the Colorado <br />River Basin States throughout the entire process. It is anticipated that the study would be <br />completed in approximately nine months. A copy of the proposed, "Scope of Services" is <br />attached. <br /> <br />Hydrologic Determination of Water Availability from Navajo Reservoir and the Upper Colorado <br />River Basin: An updated Hydrologic Detennination is required to implement the construction of the <br />Navajo-Gallup Water Supply Project, an integral part of the December 10,2004 Navajo Nation Federal <br />Reserved Water Right Settlement. The Navajo-Gallup Water Supply Project would deliver water from <br />the San Juan River and Navajo Reservoir to the Navajo Reservation and the City of Gallup. <br />Congressional legislation is required to approve the Hydrologic Determination and the Settlement and to . <br />authorize, construct, fund imd operate the Navajo-Gallup Water Supply Project. Pursuant to Public Law <br />87-483, which authorized the Navajo Indian Irrigation Project and the initial stage of the San Juan-Chama <br />Project, the Department of Interior can not enter into any long-term water contracts for Navajo Reservoir <br />water Wltil a hydrologic determination has been made that sufficient water to fulfill the contract is <br />reasonably likely to be available for use in New Mexico during the term of the contract. Furthermore, <br />during the tenn of the contract, water must be available to New Mexico under the terms of the Upper <br />Colorado River Compact. Following a determination that water is reasonably likely to be available, the <br />Congress ofthe United States may then approve such contracts. Reclamation and the State of New <br />Mexico have been working on revisions to the 1988 Hydrologic Determination that would fulfill this <br />requirement and become part of the legislation approving the Settlement Agreement and authorizing the <br />construction of the Navajo-Gallup Water Supply Project. The Board will be presented with additional <br />information on this matter during its May meeting. <br /> <br />Upper Colorado River Recovery Program Updates: <br />. Coordinated Reservoir Operations (CROS) - For the first time since 1999, reservoir operators <br />in the upper Colorado River basin may be able to participate in Coordinated Reservoir <br />Operations. Dillon, Williams Fork, Ruedi. Green Mountain and Wolford reservoirs are currently <br />estimating that they will have sufficient inflow to fill their reservoirs and also bypass some ofthe <br />reservoir inflows for approximately 10 days to enhance spring peak flows in the IS-mile reach of <br />the Colorado River for the benefit of endangered fish. Participants will conference weekly to <br />monitor current runoff conditions and discuss possible coordinated operations. Current forecasts <br />suggest peak flows at Cameo will remain below flood stage even with the additional flow from <br />reservoir bypasses. If, however, there appears to be a risk of flooding at Cameo or elsewhere <br />downstream because of the bypasses of inflow, those reservoir bypasses will be decreased and . <br />coordinated operations extended over a longer time period. <br /> <br />14 <br />
