<br />Colorado River 7-State proposal on Lower Basin Shortage Guidelines and the Coordinated
<br />Management of Lakes Powell and Mead Under Low Reservoir Conditions and proposed 7-State
<br />Agreement Update: Several things have happened since the March meeting:
<br />. On March 31, 2006 the Bureau of Reclamation gave notice that a "Scoping Summary Report-
<br />Development of Lower Basin Shortage Guidelines and Coordinated Management Strategies for
<br />Lake Powell and Lake Mead, Particularly Under Low Reservoir Conditions," was available. A
<br />copy of the Federal Register Notice is attached hereto. The entire scoping document can be
<br />viewed at the following hltll://www.usbr.lIovllclregionlDrol!l.llrnslstratel!ies.html. Section 6 of
<br />the Scoping Summary Report describes the alternatives currently under consideration. There are
<br />five cooperating agencies working with the Bureau of Reclamation on the ErS; Bureau of Indian
<br />affairs, National Park Service, U.S. Fish and Wildlife Service, Western area Power
<br />Administration and the U.S. Section ofthe International Boundary and Water Commission.
<br />. The 7-States met with Reclamation on April 13th in Las Vegas to discuss the proposed EIS
<br />alternatives and the various elements and options that would be considered in each. The initial
<br />five possible alternatives, which are described in the scoping report. include I) No Action, 2) 7-
<br />Basin States proposal, 3) Conservation before shortage, 4) no protection of critical reservoir
<br />elevations, and 5) a power protection option. Discussion with other interest groups may produce
<br />additional alternatives. There were also updates provided by Lower Basin interests on the
<br />progress of various agreements needed to implement the 7-State proposal including forbearance
<br />agreements, and a supplemental water proposal. Six of the seven states were prepared to sign the
<br />7-State Agreement, with California being the only one not yet ready.
<br />. On April 19th, the 7 -Basin State Technical Workgroup met with Reclamation to discuss modeling
<br />assumptions for the various alternatives and define in greater detail what would constitute the no
<br />action alternative since the current process involves the development of an annual operating plan
<br />through Reclamation's consultation process. An additional meeting was held on April 24th and
<br />. the next meeting will be on May 15'" in Salt Lake City.
