<br />205 <br /> <br />First Phase of the Gunnison-Arkansas Project, be approved <br />and aoopted by this Board with the understanding that we <br />are not finally approving the project as to feasibility <br />and a, t'il)ance standpoint. <br /> <br />1 <br /> <br />The motion was seconded by John Beaty, and also <br />seconded by George Pughe. <br /> <br />On vote, all members of the Board responded "aye", <br />wi th the exception of Mr. McCormick who. voted "no". The <br />motion was declared carried. <br /> <br />Mr. McCormick explained that his "no" vote was not an objection to the <br />report, but that as a new member of the Board he did not wish to state a positive <br />position until he had opportunity to study the matter in detail and confer with <br />some West .:>lope interests. )I <br /> <br />Director Batson said his office welcomed the State's comments and recom- <br />mendations on the matters set forth in the Policy a'1d Review Committee report <br />and tilat they would be incorporated in the Regional Director's report on the <br />project to Washington. All affected states, including Colorado, he said, will <br />have opport~'1ity to review and comment upon the final project report issued qy <br />the Secretary of the Interior. <br /> <br />Judge Dan Hughes moved that the Board express its <br />appreciation and thanks to the Policy and Review "'omrnittee <br />for the work done in preparing a schedule of operating <br />principles for the Fir"lt Fhase of the Gunnison-Arkansas <br />Project. <br /> <br />The motion was sec<onded by Mr. Cross and Mr. Beaty. <br />On vote, the motion carried unanimOUSly. <br /> <br />On lLr. Beaty's inquiry as to whether the Policy and. Review Committee should <br />be continued or discharged, the Director recommended that the Committee not be <br />discharged, at least until after the Water Hoard had considered and acted upon the <br />final report from the Secretary of the Interior. He said that the Committee, <br />having drawn the basis of the state's preliminary comments, should be available <br />for counsel and advice. <br /> <br />Mr. Beaty moved that the Policy and Review eommittee <br />remain intact for'such matters as may be referred to it by <br />the Board in the future. The motion was seconded by Mr. Pughe. <br /> <br />1 <br /> <br />On vote, the motion carried unanimously. <br /> <br />The Director announced that wire recordings, taken at the meeting of the <br />Policy and Review Qommittee, at which its report to the Board was prepared, and <br />the proceedings of the current meeting of the Water Board, which approved the <br />Committee's report, would be kept in the Regional Office as a permanent record <br />and for reference, if needed. <br /> <br />The Director commented that in 13 years of the Board's existence, there <br />had been no inspection by the Board as a whole of water projects in the State. <br />He suggested that the next meeting of the- Board be for two days, wi th one day <br />devoted to business and the other d~ to a tour of the Colorado-Big Thompson <br />Project. He said transportation would be arranged by Region 7, of the Bureau <br />of Reclamation. <br />
