detention pond would encompass over 60 acres ofland and store approximately 146 acre-feet of storm water
during a 100-year event, The design is being conducted by the Sears-Brown Group, and should be complete
by May of 2002, with construction tentatively scheduled to commence in June of 2002,

7, Larimer County - Drv Creek Multi-Objective Floodplain Project,

Authorization: SB 96-152, Amended SB 97-8
Water Source: Dry Creek Basin
Terms of Loan: $920,000 @4,25% for 30-years

County: Larimer - N, of Ft. Collins
Project Yield: N/A
Project Type: Flood Mitigation

Dry Creek is located north of Fort Collins, with a majority of its 75 square miles of drainage basin
area located within Larimer County, The uppermost portion of the basin consists of rangeland and irrigated
pastures, The lower portion of the basin within the city limits of Fort Collins consists of commercial,
industrial, and residential development. Over the years the lower 2/3 of the Dry Creek floodplain corridor
has almost been completely eliminated due to development. The 100-year runoff for Dry Creek is 5,022
cfs, The intent of the project is to control floodwaters in the upper basin area by means of detention
facilities to reduce the peak discharge from 5022 cfs to 500 cfs above the Weld Canal, utilize a specific reach
of the Weld Canal to transport the 500 cfs, and construct approximately 1.5 miles of new open channel from
the Weld Canal to a designated point along Dry Creek, located downstream of existing development, The
proposed improvements would remove over 800 structures out of the Dry Creek regulatory 100-year
floodplain, The project is currently in the feasibility/preliminary design phase, Project loan approval was
granted by the Board at the November 2001 Board Meeting, The project tentatively scheduled for
construction in the fall/winter of 2002/2003,

8, Pine River Irrigation District - Pump and Pipeline Project

Authorization: HB 00-1419 Severance Tax
Water Source: Pine River
Terms of Loan: $341,000 @3,50% for 20-years

County: La Plata
Project Yield: 1,600 acre-feet
Project Type: Distribution System

The Pine River Irrigation District operates Vallecito Reservoir on the Pine River located approximately
15 miles north of the Town of Bayfield, The eastem half of La Plata County is considered a water critical area,
meaning that all of the water in the basin is used during certain periods, Most of the people in this area are
utilizing growldwater resources that have limited quantity and are of relative poor quality, The purpose of the
project is to provide a rural water system that is adequate in quantity and quality to the water critical areas in La
Plata COWlty, The overall project has many components, however, this particular loan is for diverting water
from Vallecito Reservoir to a pressurized treatment plant The proposed project involves tapping into the
existing outlet tW111el, constructing a 500 foot pipeline to convey water to the treatment plant, a bridge over the
spillway chute, and a pump when the reservoir water level is low or to pressurize the treatment plant. The
project currently on-hold pending resolution of other outside funding issues,

9, Dolores Water Conservancv District - WETP ACK

Authorization:
Water Source:
Terms of Loan:

SB 01-157
Dolores River
$7,260,000 @3,50% for 30-years

43

County: Montezuma
Project Yield: 7,840 acre-feet
Project Type: Distribution System
