National Park Service Colorado River Management Plan: The National Park Service announced that it
will publish in the Federal Register in June 2002 a notice to revise its 1989 Colorado River Management
Plan, This will be a river use plan and not an ecosystem management plan, This is being done in response to
the settlement agreement reached in January 2002 in the Grand Canyon Private Boaters Association v,
Alston (CIV 00-1277 PCT-PGR-TSZ (D, Ariz), Pursuant to the settlement, a Record of Decision must be
entered by December 31,2004, We will need to monitor this process as it may impact some of the
recreational targets identified in the Glen Canyon Adaptive Management Program Strategic Plan,

California Quantification Settlement Agreement and Related Activities: Reclamation issued a draft EIS
concerning the "Implementation Agreement, Inadvertent Overrun and Payback Policy and Related Federal
Actions" in January 2002, Comments were due March 26, 2002, Staff provided comments on the draft EIS
on March 26, 2002 recognizing the importance of completing this EIS to Califomia's success in
implementing its Quantification Settlement Agreement and reducing it's uses to 4.4 maf, However, we had a
number of questions concerning the implementation of the Inadvertent Overrun Policy that we asked be
addressed, Copies of our comment letter were provided to Board Members and Colorado River Policy
Advisors at the time the letter was mailed,

Review ofthe Coordinated Long-Range Operating Criteria for Colorado River Reservoirs (Criteria):
Reclamation received 16 comment letters regarding the 6th review of the Criteria, Twelve ofthe letters
stated that no review ofthe Criteria were necessary at this time, Only two letters, one from the National Park
Service and one joint letter from eight environment groups requested changes, Most of the changes
requested related to additions those organizations felt were needed because of legislation enacted since the
Criteria were promulgated in 1970, Reclamation will provide use with a status report and information on
how they will proceed at the May 15, 2002 Colorado River Annual Operating Plan meeting in Las Vegas,
