Current policy is based on no salt return to <br />the system, but it allows de minimus levels of discharge pursuant to NPDES permits, For many years water <br />quality had improved, but there is now concem that it could become worse due to coal-bed methane <br />production, The Salinity Control Forum may adopt a proposed policy to deal with these new industries in <br />November 2002, <br /> <br />House Bill 1344 is proposing a modification to the Water Quality Control Act to authorize a study of water <br />quality issues that are unique to the arid west, The bill requires a semi-annual briefl11g to the WQCC and <br />public comments and will help determine ifWQ standards and classifications need to be modified to address <br />these unique problems such as ephemeral streams, effluent dependant waters, and effiuent dominated waters, <br /> <br />The next meeting was scheduled for August 1, 2002 from 10:00 a,m, to Noon at the Centennial Building, <br /> <br />Water Quality Forum 10th Anniversary Party: The Water Quality Forum (wQF) is celebrating its lOth <br />anniversary this year. The WQF members have organized a party on May 20 to celebrate the success of the <br />Forum, The current WQF members are prepared to recognize the Forum's founding members by awarding <br />them with certificates of appreciation, Rod Kuharich is one of the seven founding members that will be <br />recognized, <br /> <br />The WQF was created in 1992 as an informal organization representing a broad spectrum of stakeholder <br />interests, Its mission is to achieve solutions to Colorado's water quality issues through commwlication, <br />wlderstanding, balancing use and protection of the resource, The staff at the CWCB has been participating in the <br />WQF since its creation in 1992, Participation in the WQF is, in part, to keep our staff abreast of water quality <br />issues, recognizing that water quality is increasingly important in water resources planning and development. <br />Secondly, the CWCB has statutory responsibilities under the State Water Quality Control Act. Our participation <br />in the WQ F provides the means for staff to better understand issues related to water quality and water rights <br />protection, <br /> <br />Water Agencies Link: The CWCB Web page now has a link to a "Description of Colorado Water <br />Agencies" page, This page provides a description of state's water agencies, This link was based on a decision <br />made at a past Water Quality Water Quantity Coordination meeting, where the staffs at the CWCB, SEO, <br />WQCC, and WQCD coordinated their efforts to provide links between water agencies' respective web pages, <br /> <br />10 <br />
