<br />The attached letter from Peter Nichols, Executive Director of the Water Trust, details the operating <br />guidelines, Key elements include: <br /> <br />Recognition that the CWCB has specific statutory responsibilities for instream flow water rights and a . <br />statement that the Trust "will not participate in any discussion of private instream flow legislation". The <br />Trust has agreed to work closely with the CWCB to achi~ve mutual objectives under current law. <br /> <br />The Trust recognizes the CWCB's roles to include prioritization of streams for instream flow protection, <br />making determinations pursuant to statute, and holding the water, water rights, or interests in water for <br />instream flow uses, <br /> <br />The Trust's role includes developing a public relations and outreach program, developing technical materials <br />for the CWCB determinations, preparing engineering, or technical reports, obtaining water right appraisals, <br />and working with the CWCB to develop monitoring and enforcement plans for acquired water rights, <br /> <br />The Trust has also agreed to work closely with the CWC~ in pursuing funding to acquire water rights for <br />instream flow purposes. <br /> <br />GreenCO: The contract with Green Industries of Colorado is in the process of being reviewed and approved. <br /> <br />In the meantime, a GreenCO Best Management Practices (BMP) Advisory Groups is being formed. A complete <br />description of GreenCO and its project was given in the November 2001 Director's Report, <br /> <br />Drought Planning Survey/Carryover Storage Assessment Project: Bids were due on Jan, II. A pre-bid <br />meeting was held on Dec. 12 where we answered consultant questions. Approximately 20 participants .- <br />attended, We hope to rank the proposals and hold oral interviews by the end of January. A vendor should be ,., <br />selected and a contract executed for this project by mid-February, <br /> <br />Colorado Quick Guide: A recently completed CWCB pl;!blication entitled "Floodplain Management in <br />Colorado - Quick Guide" is being mailed to every Color~do community that participates in the National <br />Flood Insurance Program (NFIP). The guide helps local officials and others to understand why and how <br />communities in Colorado manage floodplains to protect people and property. It is designed in a quick- <br />reference format and is written to be understood by those not familiar with the NFIP or the CWCB's <br />floodplain management responsibilities. Copies are available from the Flood Protection Section and the <br />complete document will soon be available online, <br /> <br />Flood Mitigation Assistance Program: The Flood Proteption Section has completed Phase 1 ofthe annual <br />grant cycle for the FEMA-funded Flood Mitigation Assistance Program. The program provides matching <br />funds (75% / 25%) to local governments to undertake fl06d mitigation planning and projects. The average <br />annual federal funding available is $110,000 for projects and $11,800 for planning. Last year, the CWCB <br />received an additional $175,000 in project funds from other Region 8 states unable to utilize all oftheir <br />annual allocation, <br /> <br />The grant cycle began on Oct 1,2001 with applications due at the CWCB's offices by Dec. 3,2001. On Dec. <br />4, the applications were delivered to a three-person evalu*tion committee. The completed judging and <br />ranking of applications, including amount of federal fund$ requested, is as follows: Proiects #1 Basalt <br />flood-prone structure acquisition; #2 - Georgetown contiduation of channel improvement proj ect; #3 <br />Jamestown channel improvement project.
