MR. HELTON: You might say our appropriations .are guaranteed by the
Denver Water Board below their diversion points during normal years.
That is not to say that inflow coming in below the diversion points
will not satisfy our appropriations on the downstream segments.

I

MR. VANDEMOER: The stipulation is only for A, B, C, D. and E, and the
rest of it is just set up as we have always done--no stipulation or
change?

MR. HELTON: That's correct. The agreement as far as the bypasses
doesn't affect our appropriations, because there are likely some
portions that will be" satisfied by inflow or 'diversion points anyhow.

MR. KROEGER: "Any other questions from the board? (No response.)
Questions from anyone in the audience?

MR. VANDEMOER: One other thing, Fred.

MR. KROEGER: Mr. Vandemoer.

>. "

MR. VANDEMOER: You're.saying that.one year out of four that this
could happen?

MR. HELTON: Based on the historic period of "57 t6"78; isn't it Bob?-

MR. ROBERT FISCHER: Yes.

MR. HELTON: One out of five.

MR. VANDEMOER: Oh, one out of five.

MR. HELTON: It was one out of four on our first criteria, and then we
revised. it.

MR. VANDEMOER: "And this is all right with the Game and Fish' and
everybody?

MR. HELTON: I think when you compare values for fish and wildlife and
recreation" as opposed to the values of municipal water, I think" its
reasonable.

I

MR. KROEGER: Thank you, Duane. Mr. Taliaferro, would you care to
comment on this?

MR. TALIAFERRO: I believe-that Duane has covered it pretty. well,
unless you have some specific questions. .

MR. SPARKS: Do we then understand that the Division of Wildlife
approves these recommended appropriations along with the agreement?

-J-

-5-
