Now, I am not sure what is planned, but the law says. that, the board
shall select a director. I think the board should insist upon
compliance with that statute. I don't: know that anyone is'suggesting
otherwise at this point. I am not sure as to what ,may be in the off-
ing concerning the appointment of a, director~. -- . : :,

What'I:'am'sayirig 'is' that the board should insist then, as soon ,as the
examining',board:.has, certified ,three persons; that the:,board itself
should meet in special session, if necessary,: and interview those
three candidates and then by vote of the.boardselect the director.

What I'm saying is~ do not let the director be hand picked for you.
The statutes says that:this..board shall'select the director~ ~I '
think the board must insist upon that, and I think the entire board,
either in regular or special session, then should demand that the
three highest applicants on the examination appear before the board
individually and the board then, by vote"make a selection.

.~

Prior to:,that time,' the board should: be given the complete application
forms of the' three highest: candidates so that prior to the board
meeting, the board can at ,least, review the' application forms that.have
been'submitted, for the. experiencefactors'andcwhat have you.
