I <br />I said: "rf.'you go 'the other way~ you would have'some support,' but' <br />you did it just backwards~ ~y not take the 'Bureau of Land Management <br />and put it with the Department of Agriculture? It would have a lot <br />more credence and 'a lot more support." " <br /> <br />He Lilughed and said: "No,' we had it right.." <br /> <br />Well, that shows you what happens when you get a bunch of neophytes <br />in Washington. They haven't the faintest idea'what they're doing. <br />The proposal is as dead as'it' can'be. <br /> <br />I saw in the paper recently where the President has at least admitted <br />that his proposal is dead. It didn't have a chance. So no reorganiza- <br />tion is going to take place. As I say, they got it just backward. If <br />they had put BLM under the Forest Servi'ce, they probably would have' <br />had a.going reorganization."But to try to put the Forest Service'under <br />Mr.-Andrus simply didn't fly with the Congress. - <br /> <br />My last item, Mr. Chairman, deals with the appointment of a new <br />director. For'reasons unknown to me', an announcement has not .yet <br />been ,issued for the appointment: of my successor; although I,gave notice <br />last November that I wouL~be retiring' at about this time.' I am at a <br />loss as to why that announcement has not yet been issued. <br /> <br />, ' <br />The ,law requires' that' a public announcement: be issued arid that applica- <br />tions be received. :1 am expecting momentarily that this announcement <br />will be issued. I have been expecting that for two months now. <br /> <br />In any event~ I assume that it will be issued within the next week or <br />two. That announcement will contain a cutoff date on the receipt of <br />applications. The announcement will set forth the qualifications and <br />then state that the applications must 'be received by a'certain date. <br />Generally,- that is :within' 30' days of the date the announcement is I <br />issued. After that cutoff date, the appl~cations will 'be reviewed by <br />the Department of Personnel to determine whether or riot the :persbns <br />'applying meet the minimum:qualifications set forth in the' announcement. <br />At ,that time then the Department of Personnel will appoint an oral <br />examining board 'of at least three presumably qualified peoPle in the <br />field of water resource development.
