MR. LONGLEY: Next, we will hear from Jack Ott, who is the Mesa County
Director ofthe'ASC and'the'officer in' Grand' Junction. Jack;

MR. OTT: Mesa County ASC Office was granted'l.6l5 million in funds to
administer ari on-farm program for salinity control; The County Committee
made a deve 1 cipment of the program to install on-farm,projects that are
semi':automated, in the 'impact area and in ,the. Grand' Valley. 'The County
Committee has given special emphasis to anyone who wants to improve
their irrigation systemor:-reorganizeit' in the' impact' area, which is
the Reed Wash area or in the Grand Valley.

A grant of 90 percent of the cost,. not to exceed $3,500 for any
individual is available. If two or more farms are adjoining; we call
this an "on-farm pooling agreement," where the practice would benefit
the nearby adj oining farm. . 'In: :that .case, the farmer can apply for a.
grant and get 90 percent of the cost, not'cto exc'eed$lO ;000. '

I

At the present time, we have approprfated'money in the amount of
$920,000 to 82 producers in Mesa County. We have received 379 applica-
tions 'for cost-sharing assistance;, All:of.'these projects, as I said."
before, are semi-automated. They are either a pipeline system coming
into a gated pipe that distributes the water over the land that.is
semi-automated, whereby the farmer can set the gate so that the set
will' irrigate 12' hours":or '15 hours; whatever' the' case' 'may 'be, to get.
the right pene'tration of:water; 'shut off and turn on for the next set.'
We have gated pipe systems. We have what we call "open ported, level
ported" ditches, the cost-sharing with ditch :i:rrigation'systems :in
orchards, and we also are doing land leveling to make these systems
work more efficiently. " ,

We 'feel, thatwe will have',the:L6million-.appropriated for the farms in
Mesa County probably within the :next week or two: We have enough
applications on hand. In fact, we have enough applications on hand to
spend; over $2 million at the present time. ' .!
