It <br />was just .very recently, perhaps it was because I wasn ':t alerted, but <br />I recently found out that the snow surveys are based on a 15 years' <br />average record. And this, to me, seems. like it could be a very mis'- <br />leading thing. Why is it not done on a continuous record? Why is it <br />not recorded on the. averaged-out data since they started making these <br />snow surveys on any particular course? <br /> <br />MR. SPARKS: Well, my understanding is that it is based upon the <br />record for a particular snow course. I am not aware of the 15 years. <br /> <br />MR. KROEGER: Is there anybody here that can answer that? <br /> <br />MR. GETZ: Mr.' Chairman, I asked the same question of the people down <br />on the Rio Grande, and the.reason they gave me is that they said there <br />had been some changes on the stream over the years, additional'reser- <br />voirs, et cetera, and they felt that the 15 year average was more <br />reflective of the. present conditions than the. long term~ <br /> <br />MR. SPARKS:. I think the distinction is in the runoff. There is a <br />difference in the runoff and the snow measurement, as such.: We do have <br />adequate records going back as to what the average snowpack is at a <br />given point, but the runoff, obviously, does change as a result of <br />other conditions. <br /> <br />I <br /> <br />MR.
