Okay, Larry, I would like to ask one question in regard to this. It was just .very recently, perhaps it was because I wasn ':t alerted, but I recently found out that the snow surveys are based on a 15 years' average record. And this, to me, seems. like it could be a very mis'- leading thing. Why is it not done on a continuous record? Why is it not recorded on the. averaged-out data since they started making these snow surveys on any particular course? MR. SPARKS: Well, my understanding is that it is based upon the record for a particular snow course. I am not aware of the 15 years. MR. KROEGER: Is there anybody here that can answer that? MR. GETZ: Mr.' Chairman, I asked the same question of the people down on the Rio Grande, and the.reason they gave me is that they said there had been some changes on the stream over the years, additional'reser- voirs, et cetera, and they felt that the 15 year average was more reflective of the. present conditions than the. long term~ MR. SPARKS:. I think the distinction is in the runoff. There is a difference in the runoff and the snow measurement, as such.: We do have adequate records going back as to what the average snowpack is at a given point, but the runoff, obviously, does change as a result of other conditions.
