They have ~ been done in" cooperation with the responsible <br />authorities concerned;. namely, the~ city councils and the' county <br />commissioners of the various cities and counties involved,' ,-In each <br />case, the responsible local authorities have requested this board to. <br />approve the floodplain studies. the-public hearings have~been held in <br />the communities involved on each of these' studies, and at,this' time we <br />know of no controversy concerning any of the floodplain designations. <br /> <br />I <br /> <br />I would recommend, Mr. Chairman, that the floodplain resolutions con- <br />tained in the agenda item number 3 be approved as submitted. <br /> <br />MR. (See Appendixes <br />B thru i.) <br /> <br />Item number 4 is the proposed resolution with regard to the snow <br />surveys. Larry. ' ' , <br /> <br />MR. SPARKS, Mr. Chairman, for a number of years, the Soil Conservation <br />Service has been performing an invaluable service for'all of the <br />western states in connection with snow measurements, which are taken <br />monthly during the winter months. These measurements provide us with <br />the information pertaining to the water supply for the' remainder of <br />the year and alert us to possible flood hazards. There has been a <br />suggestion'by.the'present national administration that this.service be <br />terminated. <br /> <br />We think this is one of the most valuable services that the federal <br />agencies provide in the field of water supply, and we are rather <br />shocked that this important function should be discontinued, The <br />people of the SCS are experts in this field., They have, recently I <br />brought about innovations which permit easier snow measurements by, in <br />effect, an. electronic program.. This was installed'with great fanfare <br />:ecently.. Ant d to curtail this program at this time seems completely , <br />~nappropr~a e.' <br /> <br />The staff, the~efore, has proposed this resolution, which is directed <br />to the Department of Agriculture, to the Governor and to the:members, <br />of the Colorado congressional delegation urging that this program be <br />continued. <br /> <br />~8- <br />
