MR. NOBLE: He is stili in Salt Lake city. He will maintain a home in
Salt Lake city. But next month or somewhere along there, he will be
going to the Northwest to, supposedly, start his venture.

MR. SPARKS: If we are out there, maybe we can get a deal from him
that, if we don't catch any fish, we don't pay him anything. (Laughter.)

I

Anyway, Harl, we are glad to have you on board. Not knowing 'who your'
competitors might be at this time, I wish you luck. This is a civil
service position. 'They have the same mess that we have in the State
Government--a complicated c~vil service rigamarole to go through.
. '

MR. FETCHER: Are there any viable opportunities for the use 'of water
out of either, or both, the Fruitland-Mesa and Savery-Pot Hook for
municipal-industrial use?

MR. SPARKS: Yes; offhand, .the Savery-pot Hook has the greatest potential,
because of the plans of the city of Cheyenne to divert water from the
Little Snake--well, from'Savery::Creek, a: tributary of the Ltttle Snake.
They have pretty well advanced plans, and I think supported by the
State of Wyoming, to take water into the Cheyenne area.

For Colorado, there is also a potential. The -1<einmerer Coal Company'
has a filing for a reservoir on the Little Snake River which runs afoul,
I think, of some state policies. But, nevertheless, it is a potential
which has to be looked at. There' are several- alternatives on the'
Savery-Pot Hook. - . .

.' . I..

"
-' .'

Now, on the Fruitland-Mesa'Project, there is also a potential--probably
not as great--but there is some potential. The entire North Fork area
of the Gunnison Valley in Delta and Gunnison Counties is experiencing
a tremendous growth in coal mining; that is, if the miners ever go back
to work. There are many millions Of tons of coal in that area. Several
large companies have moved there and are mining to date. There is a
potential for both municipal and industrial water that could be supplied
from the Fruitland-Mesa Project. The communities in that area, paonia
and Hotchkiss are already experiencing considerable trouble with their
current water supplies.

MR. VANDEMOERi Ben, I'm going to make a motion, but to add to what
Larry said that the big portion of the money is the Narrows, which is in
my area, but there has been a Bureau of Reclamation report made since
all these funds were put in here by the President's Budget. As a
result, there is a possibility that he would have changed his mind, even
if it had come up sooner.

I

Now, Larry mentions it in here. There were five different points that
the President wanted looked into on the Narrows site and on building the
Narrows, and they have all been looked into and found it possible to
go ahead with construction.

So, on that basis, I would make the motion that the staff's recommenda-
tions for additional funds, in the order of priority are: Narrows,
No.1; Closed Basin, No.2; Animas-La Plata, No.3; Fruitland Mesa and

-7-
