They were concerned about voting at the time by the <br />general populance on a constitutional amendment and the compromise legis- <br />lation which they had approved had one limitation which is applicable ..'. I <br />also to the claims of the united states. That is not the bill that <br />passed. I am sorry Mr. Noble of the <br />Bureau just left, because I think probably some of ' .you might wonder why <br />on 'this particular Yamcolo Project we have.had to go the the private <br />bond . market 'when there is, theoretically; a' system of' funding through' . <br />the Small Projects Loan Act for projects of this kind in which the <br />interest rate and repayment requirements are much more favorable than <br />the private funding. I would like to have 'you know, on behalf of other <br />projects that might come on line, that we .have "decided that by going to <br />the private bond'market, number one, we can probably save two 'years by <br />getting it started earlier. We will probably save money, even. though <br />our repayment costs will be greater, simply because the price of the <br />project is going to be less by permitting us to build it within two years. <br /> <br />Another reason is simply the difficulties of going through the Bureau <br />of Reclamation for approval of a small project, both technically and <br />from a paper-work standpoint. <br /> <br />.., <br /> <br />I <br /> <br />I thought this might be of interest to everybody here. <br /> <br />MR. SPARKS: We didn't discuss this morning the Overland problem, but <br />the Overland people have been fighting the same problem--trying to get <br />funds under the Small Projects Act. It used to be that it wasn't too <br />difficult to get those funds. But in the last couple of years, even the <br />loan fund is very difficult to get. So the Overland Project, which was <br />also approved by this board a year ago, is hung up. We can't move on <br /> <br />-42- <br />
