<br />I <br /> <br />I <br /> <br />instream flow questions, our basic concern is if we can have instream <br />flow appropriations and still allow the future changes of the water to <br />allow for the economic growth that will be best for Eagle county. If <br />that can be accomplished, then we don't have any problem. <br /> <br />These particular instream flow appropriations tbat we went over with <br />the Division are located primarily on federal land. They are high <br />altitude, upper Eagle County streams; and these don't particularly show <br />a great deal of problem. But, again, if you continue instream appro- <br />priations as we go down the Eagle River, we don't really, I guess, <br />understand very well yet how an additional appropriation on an already <br />overappropriated stream is going to help us gain our goals of the <br />diversified economy we need. At least it may add one mOre obstacle. <br /> <br />Those are my concerns. Thank you. <br /> <br />MR. STAPLETON: Thank you. Would either of the other two county <br />commissioners like to add to that? <br /> <br />MR. TROXELL: Mr. Chairman, my name is Pete Troxell, Eagle County <br />Commissioner. I fully agree with Mr. Williams. He is our resident <br />water man for the County Commissioners in our county. I do feel that <br />as far as population in our county we have gone from 7,000 people in <br />1970 to approximately 15,000 people in the short span of seven to <br />eight years. We are looking right now at a tremenpous increase in non- <br />agricultural use of our land. This is what my concern is basically. <br />I would like economic growth and controlled growth. It does worry me, <br />when the thing was presented to the Commissioners that it was rather, <br />in my estimation, it wasn't too clear what was going to happen to <br />adjudicated waters. <br /> <br />I think that is all I have .to say. I think Danny expressed himself, <br />as far as I'm concerned, very well. <br /> <br />MR. STAPLETON: We have a third member. Do you have any comment? <br /> <br />MR. GRANT: I'm Dale Grant, Eagle County Commissioner. Of course, I <br />would like to see our fisheries maintained as much as possible. And, <br />to do that, I think if we get our high altitude maintenance of streams <br />then that will be maintained. <br /> <br />And I also have concerns about downstream problems if you are to con- <br />tinue with these allocations. <br /> <br />That is all. <br /> <br />MR. STAPLETON: Thank you. Have we conducted any meetings, and so <br />forth, in Eagle County? <br /> <br />MR. SPARKS: I went to one and there were about forty or fifty people <br />there. Our staff has met on other occasions with the County Commissioners. <br />There is a limit to how much time we can spend. in public mee,tings, both <br />from the expense viewpoint and the time viewpoint. We are willing to <br />attend meetings and explain to the best. of our ability what the minimum <br /> <br />-19- <br />
