I

I

concerned? Didn't we make that decision some time back on--I think it
was rights in the San Luis Valley?

MR. STAPLETON: I think it can be worked out, and that is what we would
like them to do. We don't want any more suits from Mr. Balcomb's close
friends. (Laughter.)

All right. Then we are going to consider the final recommendations
with one exception. Is there any further discussion on the streamflOw
recommendations? (NO response.)

MR. FURNEAUX: I move for approval of the recommendations.

MR. GORMLEY: Second.

MR. STAPLETON: It has been moved and seconded that all items except
the second item be approved as final recommendations. All: in favor
signify by saying "Aye." (Unanimous ayes.) Opposed? (NO response.)
So ordered. (See Appendix B for approved recommendations.)

Now, we have some preliminary ones. They begin on the thrid page and
consist of four pages.

Larry, do we have any problems or matters we should consider specifically
on these?

MR. SPARKS: Mr. Chairman, at the last meeting we had a number of
recommendations in Eagle county. We had some people here from Eagle
county representing the County Commissioners, who did not have any
objections as such. They simply wanted more time to study .them and to
understand the whole minimum streamflow philosophy. We .also were pre-
sented with a letter from a number of people in Eagle County who
wanted the Board to go ahead at that time with the recommendations.
The Board directed our staff to meet with the people in Eagle county to
explain the proposed decrees. I made one trip up there and met with
the Chamber of Commerce and about fifty people. John Benton was there.
I explained to them what the minimum streamflow law was all about.
Our staff and the Division of Wildlife has had other conversations with
the County Commissioners of Eagle County. I don't know today whether
there is anyone here to express any views concerning Eagle County or
not.

MR. HELTON: If I could point out a couple of things--first of all,
the Division of wildlife would like to withdraw its recommendation on
Fall Creek and I would like to point out two typing errors.

MR. SPARKS: Fall Creek?
MR. HELTON: Yes.
MR. SPARKS: What page?
MR. HELTON: Four and 6 and approximately one-third down the page.
MR. SPARKS: Page 4 for Fall Creek?
-17-
