We are counting on sorne of these savings coming from the <br />requirements in the Energy Policy Act. <br /> <br />Denver Water has long SlJpported the Energy Policy Act plumbing fixtures <br />standards. The Energy Policy Act waS enacted, in parr. to .promote the <br />conservation and the efficient use of energy and water." Toward tbis end, the <br />Act seeks to improve the water efficiel1CY of certain plumbing products and <br />appliances. The statute establiShes niltional water conservation standards for <br />showerheads, toilets, faucets. and urinals. In addition, the Act directs the <br />Federal Trade commission to prescribe labeling rules for showerheads. faucets, <br />water closets and urinals covered by t/'le Act's standards. The Secretary of <br />Energy. in consultation with the Environmental Protection Agency, is directed to <br />issue recommendations to the States for Establishing programs designea to <br />accelerate these conservation efforts and encQurage consumers to voluntarily <br />replace existing plumbing fixtures with proaucts that meet the standards <br />established by the Act. <br /> <br />. <br /> <br />The water efficient plumbing standards were includea in this legislation in <br />recognition of the numerous public benefits of installing water conserving <br />fIXtUres. PllJmbing products designed to conserve water can assist in delaying or <br />even eliminating the need for developir'lg expensive new or expanded municipal <br />water supply and treatment facilities. This can save millions for water utilities. <br />Saving water by reaucing water use can also save energy, which, in turn, will <br />reauce both water and heating bills for customers. These important benefits of <br />water efficient fixtures motivated lawmakers to include the water efficiency <br />plumbing standards in the Energy Policy Act. The standards should not be <br />eliminated or curtailed or many of these benefits will be eliminated. <br /> <br />. <br /> <br />Recent commentaries have made toilet hardware the scapegoat in the debate <br />over water efficient plumbing fixtures, and there have been a number of <br />anecdotal attacks on the performance of 1.6-gaIlon-per-f1ush toilets. These <br />reports have left the mistaken impression that these aevices fail to perform as <br />well as the less efficIent models. While there were some reported problems with <br />a few early 1.6-gallon toilets. these complaints generally were targeted at <br />del/ices maae by the same manufactur~rs proaueing poor 3.5-gallon toilets. <br />Technology has improved with the paSSage of the federal standards and there <br />are now a variety of high quality products on the market. In addition. although <br />toilet hardware has often been blamed for incompetent plumbing war!(. tOilets <br />must be installed correctly. and plumbers who do the installation jobS right <br />seldom get complaints. In numerous studies af low-flush toilers customers have <br />reportecl satisfaction WIth low-flush moaels. <br /> <br />2 <br />
