<br />O~..JL.fo <br /> <br />reports have been reviewed by each of the <br />other consultants as well as by the staffs <br />of the official agencies named. <br /> <br />We have also had major assistance from <br />knowledgeable water attorneys in the state <br />who were given specific assignments in regard <br />to the drafting of the proposed legislation <br />to carry out some of these recommendations <br />made by the water users and the engineers <br />who had completed their studies. The <br />attorneys also reviewed each other's work <br />and the end product will be the result of <br />all their efforts and suggestions. <br /> <br />I <br /> <br />During the second week in October a <br />packet of working drafts of proposed legis- <br />lation was mailed simultaneously to the <br />Legislative Council Water Committee. to <br />water users and water user organizations <br />and to attorneys who had indicated an inter- <br />est in Senate Bill 407 studies. In these <br />letters we asked for criticism, comments and <br />suggestions by November 4, 1968. <br /> <br />The tentative drafts. and I am sure <br />that practically everybody here. and this <br />has been most gratifying. as we explained <br />this program at various meetings throughout <br />the state I find in asking for a show of <br />hands, practically everybody has received <br />copies of these various drafts. The comments <br />and suggestions are still coming in and we <br />are still explaining it. Most of the com- <br />ments are of a very constructive nature; <br />sure there is opposition in certain quar- <br />ters, some people don't like these provi- <br />sions, others don't like those.
