other consultants as well as by the staffs
of the official agencies named.

We have also had major assistance from
knowledgeable water attorneys in the state
who were given specific assignments in regard
to the drafting of the proposed legislation
to carry out some of these recommendations
made by the water users and the engineers
who had completed their studies. The
attorneys also reviewed each other's work
and the end product will be the result of
all their efforts and suggestions.

During the second week in October a
packet of working drafts of proposed legis-
lation was mailed simultaneously to the
Legislative Council Water Committee. to
water users and water user organizations
and to attorneys who had indicated an inter-
est in Senate Bill 407 studies. In these
letters we asked for criticism, comments and
suggestions by November 4, 1968.

The tentative drafts. and I am sure
that practically everybody here. and this
has been most gratifying. as we explained
this program at various meetings throughout
the state I find in asking for a show of
hands, practically everybody has received
copies of these various drafts. The comments
and suggestions are still coming in and we
are still explaining it. Most of the com-
ments are of a very constructive nature;
sure there is opposition in certain quar-
ters, some people don't like these provi-
sions, others don't like those. But anyway.
the tentative drafts, and there are eight
of them. are:
