O,,",.G;J

I

locate the property lines. Then our attorney,
with help from our staff, will have to deter-
mine the ownership of this 7 miles of the
river. Then we have to start negotiating
with the owners to acquire that right-of-way.
Once the state has acquired the right-of-way,
then the Corps of Engineers will perform the
necessary construction.

This is a major undertaking for the
Board. We have never been in the position
before of acquiring land for channel improve-
ments. To assist us we have formed a commit-
tee composed of representatives from the
cities involved, which are Englewood, Sheri-
dan, Columbine, Littleton, and Arapahoe
county and a representative from the City
of Denver. Although Denver is not directly
involved, we wanted to be sure that our plans
fitted in with the plans of the City of Denver
for the improvement of the channel.

I

There is some problem in connection
with the cost of acquiring the right-of-way.
We are hoping that much of the land can be
secured at a very minimum cost, since it will
benefit the remainder of the land along the
South Platte River. The municipalities and
Arapahoe County will determine how much of
the share of the cost they can bear. The
remainder then will have to be provided by
the State of Colorado, if the channel im-
provement is to occur. By sometime next
year we will determine the cost to be
allocated to the state and to the various
municipalities and Arapahoe County. This
means then that we will have to prepare a
request to the legislature showing what we
think is the state's fair share.

This may be expensive. We have nothing
in our budget for this year, except the sum
of $10,000 for appraisals. The Corps will
not move any further on the channel improve-
ment other than what they have done to date."
