Then our attorney, <br />with help from our staff, will have to deter- <br />mine the ownership of this 7 miles of the <br />river. Then we have to start negotiating <br />with the owners to acquire that right-of-way. <br />Once the state has acquired the right-of-way, <br />then the Corps of Engineers will perform the <br />necessary construction. <br /> <br />This is a major undertaking for the <br />Board. We have never been in the position <br />before of acquiring land for channel improve- <br />ments. To assist us we have formed a commit- <br />tee composed of representatives from the <br />cities involved, which are Englewood, Sheri- <br />dan, Columbine, Littleton, and Arapahoe <br />county and a representative from the City <br />of Denver. Although Denver is not directly <br />involved, we wanted to be sure that our plans <br />fitted in with the plans of the City of Denver <br />for the improvement of the channel. <br /> <br />I <br /> <br />There is some problem in connection <br />with the cost of acquiring the right-of-way. <br />We are hoping that much of the land can be <br />secured at a very minimum cost, since it will <br />benefit the remainder of the land along the <br />South Platte River. The municipalities and <br />Arapahoe County will determine how much of <br />the share of the cost they can bear. The <br />remainder then will have to be provided by <br />the State of Colorado, if the channel im- <br />provement is to occur. By sometime next <br />year we will determine the cost to be <br />allocated to the state and to the various <br />municipalities and Arapahoe County. This <br />means then that we will have to prepare a <br />request to the legislature showing what we <br />think is the state's fair share. <br /> <br />This may be expensive. We have nothing <br />in our budget for this year, except the sum <br />of $10,000 for appraisals. The Corps will <br />not move any further on the channel improve- <br />ment other than what they have done to date." <br />
