We are at a stand- <br />still essentially on Mount Carbon because <br />we don't have funds to proceed with the <br />preconstruction planning and the specific <br />design for the project. It was only auth- <br />orized in this last Omnibus Bill this year. <br />However, it is proceeding pretty normally. <br />If we get construction funds, I say if we got <br />them this next year, it would be on a normal <br />basis. If we don't we'll simply be delayed." <br /> <br />"And the relocation insofar as the area <br />for the highway has been all completed.
