<br />Section 1 <br />Project Team Minimum Qualifications (RFP Section 4.3) <br /> <br />. <br /> <br />Tracy Bouvette <br />Project Manager <br /> <br />Tracy Bouvette' holds engineering degrees in Civil and <br />Environmental 'Engineering 'and a Masters of Business <br />Administration, heads the Team. He has over 22 years of <br />experience in water resources management and over 12 years <br />of practical e~perience in market analysis, project and <br />program admiriistration, communications, marketing, public <br />relations, and pp.blic policy - especially public policy in water <br />'supply anq natural resources management and protection. <br />Bouvette 'has been directly responsible for the development <br />and implementation of water resources market analyses <br />leveraging surveys and other research instrUments in <br />identifying market 'trends' and user, needs. In addition, he - <br />prepared and implemented public relations plans for local governments for the purpose of <br />developing reach, educating the public, and seeking public comment and input on <br />environmental and water 'supply issues.
