<br />~ <br /> <br />e} <br /> <br />.) <br /> <br />Section 4 <br />Project Approach (RFP Section 4.6) <br /> <br />Phase /II - Survey Refinement and Administration <br /> <br />Once the final survey instrument and participant lists have been tested internally and <br />externally, and have undergone review by CWCB and the Advisory Committee, Phase III can <br />be initiated. Phase III consists of similar activities as described in Phase II on Page 4-14, <br />including review of market segmentation, review of target populations, and finally deployment <br />of the final survey instrument. The methodologies and links between tasks are the same for <br />both Phases, however Phase III takes the survey instrument to a substantially larger population, <br />for the clear purpose of determining the degree of drought preparedness demonstrated, and <br />location and amount of carryover storage retained by the State's water users and providers. <br /> <br />The key critical issues related to project execution during this stage of the project include: <br /> <br />o Developing adequate reach (i.e., distribution, interest, and participation) such that <br />we can achieve the 90% response rate goal; <br /> <br />o Deploying the survey in such a manner that the appropriate information is obtained <br />to identify the status of water storage, water demands, drought preparedness, and <br />project identification and development within the State; and <br /> <br />o Managing the information that is obtained through the process of completing the <br />survey with the selected participants such that it is available for analysis. <br /> <br />The approach that the Bouvette Consulting Team will employ to address each of these critical <br />issues during Phase III is presented below. ' <br /> <br />Completion of the Phase III portion of the project will depend on the successful completion of <br />Phase II and the ongoing outreach and project administration tasks. Phase III relies on the <br />development of water user and provider interest in and awareness of the project, the primary <br />testing of the survey instrument and the use of continuous improvement techniques to develop <br />the reach, obtain the right data, and manage that data. <br /> <br />Reach <br />The primary testing, of the survey instrument was performed in part to evaluate the <br />effectiveness of the various methodologies listed on Pages 4-14 through 4-17 in contacting and <br />engaging the target participants. The selection of the appropriate set of target participants in <br />Phase II, which may include more than 25 (as stated in the RFP) for Phase II to be successfully <br />completed, will allow the project team to test the effectiveness of telephone, mail, fax, etc. in <br />reaching not only the major users" but also pre-selected small and/ or rural users and providers. <br /> <br />The outreach activities that began during Phase I of the projeCt and will continue beyond Phase <br />III will also prove valuable in bolstering participation from the target population through the <br />education and the development of project awareness in the water user populace. During Phase <br />III the c;>utreach program will support the survey team in their efforts to reach all target <br />participants, and may provide valuable feedback from the surveyed population to the <br />consulting team. <br /> <br />Section 4, Page 19 <br />
