.)

e)

e)

Section 4
Project Approach (RFP Section 4.6)

has been created. Then, the multi-phase survey contact process begins, As described above, the
Bouvette Consulting Team will make multiple attempts to reach each respondent by telephone-
- on different days and at different times of day: In addition to those attempts, we will also
'leave an 800 callback number message on the second attempt, as well as scheduling callbacks
based upon direction from the person who answered on the attempt. Our team strongly
believes that over 70% of respondent data will be gathered via the telephone. For the remaining
30%, a combination of mail, fax, e-mail, and in-person interviews will enable us to reach the
90% contact ratio desired. RRMl's technologically advanced systems support each
methodology while being able to accurately and efficiently synthesize the results of all
interviews, no matter which collection method is applied.

Once the results of the primary testing effort are complete, the information gathered will be
analyzed for trends, to determine if adequate data has been obtained to clarify the key project
issues and achieve the project objectives. Based on the results of the analyses, the survey
instrument will be refined and revised, in preparation for its final deployment. A project
meeting is proposed for near the end of Phase II to bring the project team "up to speed"
regarding the survey testiilg and gaps analysis, and to provide an opportunity for CWCB to
provide guidance and input to the project team as Phase III begins.

The final step in this phase of the project involves pursuing and obtaining additional or
corrected data related to user contacts and! or attributes for the database, These data needs,
which will be identified through the market segmentation effort and testing of the survey
instrument, will be obtained for inclusion in the project database through our efforts as
supported by CWCB, ,the' Advisory Committee, and, other participating entities.

Secti,on 4, Page 17
