<br />The Ute Water Conservancy District retained CDM: to provide <br />environmental and engineering and water supply policy support services <br />~, " for the Plateau Creek Pipeline Replacement project. This project involved <br />, ,~,.,""'" , preparation of an environmental impact statement and support for all <br />related federal permitting under the National Erivironmental Policy ,Act (NEPA) and Section 7 <br />consultation under the Endangered Species Act (~A). ' <br /> <br />The NEP A process involved a substantial p~rmitting effort that included extensive hydrologic <br />and water rights evaluations to determine average and safe yields and project depletions to <br />the Colorado River. The cornerstone of this effort was the development of a raw water system <br />conveyance and water yields model upon which permitting and various public policy issues <br />hinged. DWR databases were utilized to populate the model, and data gaps were identified and <br />filled during the study. The Ute Water model simulates the coordinated operation of the <br />District:s direct flow and storage rights over a ~toric period of record. _ <br /> <br />In the Section 7 process, the Ute Water model was further developed to asse~s the impacts of the <br />proposed project alternatives on the habitat of threatened and endangered fish species in the <br />i5-mile reach of the Colorado River. ExteI\Sive coordination and negotiations with involved <br />federal agencies (Bureau of Land ManageIl\ent, U.S. Fish and Wildlife Service, and Bureau of <br />Reclamation), state agencies (DWR and CWCB),local agencies, and the project proponent were . <br />key in accomplishing a successful consulta.tion; which resulted in a fina.lBiological Opinion <br />, from the U.S. Fish and Wildlife Service. In addition, the CDM team developed an extensive <br />study to forecast the Grand Valley customer base demands for the next 50. years (necessary to <br />size the new pipeline and ancillary facilities).
