The City has a multi-faceted water supply system with
numerous raw water sources, including the Green Ridge Glade
., Reservoir, Big Thompson River diversions, and the Colorado-Big
Thompson and Windy Gap Projects. The State ,of Colorado, through the Colorado Water
Conservation Board (CWCB) Construction Fund Loan Program, also provided funding for the
study. The study was jointly coordinated with both City and CWCB staff. The primary
objectives of the study were to: '

o Evaluate the system's ability to provide a reliable water supply under drought
conditions for a 30-yearpIanning horizon '

o Evaluate and recommend alternatives for providing an emergency and firm water
supply under normal demands and using various conservation measures.

Since the completion of the comprehensive water supply study, the City contracted CDM to
develop the scope for an environmental assessment (EA) of the Green Ridge Glade Reservoir
expansion and related operational agreement with the U.S. Bureau of Reclamation for the use of
its facilities. The Loveland computer models were utilized in the BA to evaluate impacts to the
streamflowsof the Big Thompson River. CDM has provided continuing related services to the
City: providing updates to the model code, transferring the models to the City's computer
system, and conducting simulations under updated planning scenarios. The models are used to
periodically update study results as population grows and additional water supplies are
acquired, and to evaluate the sensitivity of the water supply system to drought, previous
assumptions and population changes.

Perthlent Project AttributeS: Colorado drought; natural resource and water supply policy

Mr. Larry Howard
City of Loveland
970-962-3703

Section 3, Page-11
