Section 3
ReferencesjExperience (RFP Section 4.5)

.

RRMI designed and conducte&CIGNA Patient Satisfaction Studies from 1995
to 1999. The studies provided performance measurements for over 1,000
individual physicians and over 250 group practices on a quarterly, semi-annual, and yearly
basis. OGNA utilized this new evaluation systl1ffi in an incentive program that rewarded their
physicians for outstanding performance. In 1995, RRMI embarked on creating a patient
satisfaction program for CIGNA in order to supply performance incentives t6 their primary care
physicians and physician groups so as to increase the overall level of patient satisfaction. RRMI
designed a comprehensive and innovative rating system so that individual physicians as well as
groups could be eVl\luated peer-to-peer on a consistent basis. After the baseline was established,
the study was repeated through the collection of quarterly data, to provide performance
tracking and comparative analysis for the above described physicians and group practices.
RRMldeveloped this customized measurement and ,incentive system, by investigating three
essential elements of patient satisfaction: outcome.. of care, whether the patient would
recommend the physician, and overall satisfaction. '

The DPSCSA demands a survey and outreach program that ensures high response levels from a
large pool of respondents and the gathering of data in a manner that can be compared to both
, historical data and future data. As can be seen, these goals closely resemble the objectives
achieved .for CIGNA. RRMI hasestablisheq. the structure for successfully managing the
objectives and challenges of large, complex research projects.

Comments received from CIGNA: "The quality and professionalism of the survey evaluations have
been outstanding, RRMI has been very proactive in offering suggestions and ideas on how to obtain more
accurate information from our questions, Everything has been delivered on time as promised."

Pertinent Project Attributes: Market analysis; survey development and implementation,
hironnation management; web site, telephone, and personal interviewing; communications

II"

CIGNA HealthCare of Colorado

.

Mr. Daryl Edmonds
CEO
303-782-1500

.

Section 3.
