~,

.)

.)

Section 2
Proposer's Organization (RFP Section 4.4)

2.1 Proposed Project Team (RFP 4.4.1)

As you will read in this and other sections of this, proposal, Bouvette Consulting as prime
contractor, has assembled a team to support the DNR and eWCB on this complex project. The
five organizations joining the team, were selected because of their statewide visibility as
acknowledged experts in their field. Bach firm supports clients in the public and private
sectors. Although their work often takes them out of the state, their headquarters or key offices
are here in Colorado. ' ,

Bouvette Consulting is teamed with Resolution Research & Marketing, me. (RRMI), Golden
Rule Marketing, Inc. (GRM), Camp Dresser & McKee, Inc. (CDM); as well as Brownstein Hyatt
Farber & Strickland, P.c. and the Colorado Climate Center. RRMI, GRM and CDM will be
providing significant person power to the project team, as well as important expertise with
regard to the project requirements.

Brownstein Hyatt Farber & Strickland, P.c. and the Colorado Climate Center, on the other hand
will be providing limited, albeit important, expertise in very specific areas of practrce. Given
the relative importance of their contributions (i.e., Brownstein Hyatt Farber & Strickland
provides expertise in the area of statutory authorities of the State's governmental bodies, etc.,
whereas the Colorado Climate Center provides expertise in the area of the history of drought in
Colorado), we wanted to ensure that these two organizations had dedicated labor hours within
the project's budget.

A project of this scope deserves diverse skill sets. Water engineers aren't always the best at
persuading hard-te-reach constituents to share their data; marketing strategists may not
understand the complexities of carry-over storage, but excel in developing a series of action
plans to secure' the required data; survey development and research, necessitates, highly
sophisticated technologies and analysis. All five firms are accustomed to teaming relationships,
-and are very clear, as their clients will attest, on project and information management needs and
techniques.

Bouvette Consulting as the prime contractor, and Tracy Bouvette as Project Manager, will
assume the following responsibilities:

o Management of the project team;
, '
o Coordination of the proje~t team performance with CWCB and cWCB's customers;
o Compliance with project delivery schedules and budget; and
o Guidance and direction to the project team with respect to the needs of the State and its
citizenry.
The specific ,information regarding key project team members is as follows:

Bouvette Consulting
1801 Dahlia Street
Denver, Colorado 80220

Golden Rule Marketing, Inc.
757 Santa Fe Drive
Denver, Colorado 80204

Section 2, Page-1
