J"

I

l2. Status of l~vestigation ~ Rio Grande.

Mr. Tipton: "Jean and'r came back from an annual Compact meeting
in Santa Fe a year ago. We went to the Governor and expressed
our ideas' regarding the deficit on the Rio 3rande. The Governor
concurred. He asked the legislature to appropriate $lO,Ooo for
an investigation. The Legislature appropriated the funds. Last
year the investigation went forward. New farming areas have
come in; other areas have gone out. There remains certain thingS'
to be done. We now want to take aerial pictures of the areas
and we want to send in a ground crew to check those acres. Certain
seepage runs on the canals must be made. When the investigation
is completed the report is to be made to the Water Board. That
is'the present status. This is a progress report. Your member,
Mr. Moses, is intensely interested in the problem because it is
in his area. It is going to require another season 's work be-
f ore a defini te report, can be made to the Board."

Mr. Crawford: $lO,OOO.oo was appropriated and I don't think
we have spent $l,OOO.oo so far.'"

Mr. Bailey: "Any questions on this report?"

Mr. Breitenstein: "I assure you that whoever acts as Attorney
for the Colorado Water Conservation Board is going to have a
number'of headaches on account of this situation on the Rio
Grande."'

Mr. Bailey: "Are there any other matters to come before this Board?'"

Mr. Moses: "I think the Board ought to meet again pretty soon. I
think we should name a successor for Breitenstein.'"

Mr. Crawford: "I might say that the matter'is under consideration
and I don 't think we should act too hastily."

Mr. Bailey: "I[ think that is a matter we should be thinking about.'"

"Mr. Roberts: "In view of the possibility of one or more early
meetings, I would like to request permission for Denver to name
a substitute in my absence as I Will probably be absent from the
State until about the middle of July. I would suggest Mr. Petry
as a substitute in my place."

I

Mr. Bailey: "1 don't believe there will be any objection. We have
permitted such an arrangement in the past. If there is no objec-
tion, whoever Mr. Roberts wants to recommend in his absence will be
recognized. "

I suggest that each Board member start thinking about an attorney
and bring the matter up at our next Board meeting. I don 't know
hOVl soon we will have another meeting.'"

Mr. Crawford: "I should hope 'that we can have one the last part of
Mayor the early jart of Ju.11e.'"

(mfd)

The meeting adjourned at 3:l5 P.M.
